Lenoir County Sex Offender Arrested for Registration Violations

On May 1, 2026, deputies with the Lenoir County Sheriff’s Office arrested Randall Lee Sheppard, 30, of Kinston, for violating North Carolina sex offender registration laws.

The investigation began on April 27, 2026, after the Lenoir County Sheriff’s Office General Investigations Division received information from Lenoir County Probation and Parole that Sheppard, who is monitored by an electronic ankle device, had been at the Neuseway Nature Park on April 18 and April 25, 2026.

Detectives confirmed that the park includes a children’s museum and playground, both of which are places where registered sex offenders are prohibited from being within 300 feet under North Carolina law.

As a result of the investigation, Sheppard was charged with:

  • One count of Felony Sex Offender on Child Premises

Sheppard was placed in the custody of the Lenoir County Sheriff’s Office and held without bond.
