Greene County to hold public hearing on joining C-PACE financing program
Greene County commissioners are scheduled Monday to hold a public hearing on whether the county should join North Carolina’s Commercial Property Assessed Capital Expenditure, or C-PACE, program, a state-authorized financing tool for certain private property improvements.
The program would allow owners of commercial, industrial, agricultural and multifamily properties with five or more units to obtain long-term private financing for projects tied to energy efficiency, renewable energy, water conservation and disaster resiliency. Eligible improvements include HVAC upgrades, lighting improvements, insulation, solar installations, irrigation upgrades, flood mitigation and wind-resistance improvements.
The program would not use public money and would not create county liability for repayment. Financing would come from private capital providers, and Greene County’s role would be limited to authorizing the program locally and executing documents needed to place a voluntary assessment on property records. Billing, collection and enforcement would be handled by the private lender.
Participation would be voluntary and limited to property owners who choose to apply. Repayment would be tied to the property through a special assessment lien and could transfer to a new owner if the property is sold. The financing amount cannot exceed 35 percent of the property’s expected stabilized value after improvements are installed.
Commissioners are expected to receive public comment during the hearing before considering a resolution that would allow Greene County to formally join the program.
The Economic Development Partnership of North Carolina serves as the statewide administrator for the program. If the county joins, local property owners could begin applying for financing through that process.
