Greene commissioners to consider C-PACE participation, ARPA water compliance policies at March 2 meeting
The Greene County Board of Commissioners will meet at 10 a.m. Monday, March 2, at the Greene County Operations Center in the commissioners’ meeting room at 312 S.E. Second St. in Snow Hill.
The agenda includes routine items, public comments and two presentations, including a proposed resolution related to the state’s C-PACE financing program and policy approvals tied to American Rescue Plan Act funding.
Public comments
The meeting includes a public comment period. Speakers must sign up on a sheet by the entrance before the meeting begins and will have up to three minutes, according to the county’s public comment policy.
Consent agenda
Commissioners are scheduled to consider a consent agenda that includes approval of the Feb. 16 regular meeting minutes, releases or refunds, and budget amendments for the Greene County Senior Center and the Register of Deeds.
Consent agenda items are typically considered routine and may be approved in one vote unless a commissioner requests an item be pulled for separate discussion.

C-PACE resolution
Commissioners are set to consider a resolution declaring the county’s intent to participate in the Commercial Property Assessed Capital Expenditure, or C-PACE, program.
C-PACE is a state-authorized tool that allows certain property owners to seek private financing for qualifying upgrades, such as energy efficiency, renewable energy, water conservation and resiliency measures, with repayment secured through a voluntary assessment tied to the property. The draft resolution outlines that the county’s role would be limited to authorizing the program within its jurisdiction and executing required documents for approved projects, with no pledge of county credit.
The resolution also sets a public hearing date and time for April 6 at 10 a.m. in the commissioners chambers at the Greene County Operations Center.
ARPA water infrastructure policy approvals
A second presentation, listed under the Division of Water Infrastructure, is focused on policy approvals connected to American Rescue Plan Act funding, with Rich Moore scheduled as presenter.
The agenda materials indicate the county may be asked to adopt or approve policies required for compliance with federal rules tied to ARPA funding and reporting.
