Traffic stop leads to heroin and fentanyl trafficking arrest

On June 17, 2025, officers with the Kinston Police Department’s A-Squad conducted a traffic stop on the 200 block of West New Bern Road for a registration plate violation. During the stop, officers discovered that the driver, Joseph Carr, 58, of North Augusta, South Carolina, did not possess a valid driver’s license.

Further investigation led to K9 Knox being deployed for a vehicle sniff. After a positive indication from K9 Knox, officers conducted a search of the vehicle. The search resulted in the discovery of heroin, fentanyl, and drug paraphernalia.

Carr was arrested and charged with the following offenses:

-Trafficking in Opium or Heroin (3 counts)

-Possession with Intent to Manufacture, Sell, or Deliver Heroin

-Manufacture of Schedule I Controlled Substance

-Possession of Heroin

-Possession of Schedule I Controlled Substance

-Possession of Drug Paraphernalia

-Multiple Traffic Violations

Joseph Carr is currently being held at the Lenoir County Jail under a secured bond.
