Public Notice: Request for Proposals for All- Inclusive Classroom Camera System

E. B. Frink Middle School is seeking an all-inclusive classroom camera system that provides comprehensive coverage, ease of use, and integration with existing district systems. The selected vendor will provide all necessary components, installation, and support services as outlined below.

System Requirements

The proposed solution must meet or exceed the following requirements:

Quantity of Cameras: 36 total classroom cameras to be installed at the new E. B. Frink Middle School in the Lenoir County Public School system. 

Turnkey Installation: All installation, labor, parts, cabling, licensing, configuration, and any other necessary equipment must be included in the total proposed cost.

Licensing Requirements: Bidder must hold a North Carolina Special Restricted Fire Alarm/Low Voltage Classification License.

Camera Capabilities

  • 12MP Classroom cameras must be ceiling mounted, PoE powered, and capture 360-degree video and full-room audio.

  • The system must allow the teacher to control a four-angle quad view for instructional use.

  • Two independent video streams must be supported:

    • Safety Stream: Continuous recording of 360 degree fish-eye view for security and incident review.

    • Professional Development Stream: Teacher-controlled four-angle quad-view of classroom for recording for instructional reflection and coaching.

Privacy and Access Transparency

The system must clearly indicate to the teacher whenever an administrator has been granted access to their camera.  Teachers must have ability to share/un-share camera access with other users through the platform.

Cloud and Account Integration

  • Must integrate seamlessly with Google Drive for storage and management of recordings.  The platform must support a storage quota system to enforce Google storage limits and provide storage usage reporting capabilities by user.

  • Must support Google Account single sign-on (SSO) for user authentication.

Teacher Controls and Features

  • Teachers must be able to record for professional development, self-reflection, and instructional review.

  • Operation must be simple and cable-free, requiring no external mics, lanyards, or manual connections.

  • Teachers must have the ability to schedule recordings automatically based on their class schedule.

  • Recordings must automatically sync to the teacher’s Google Drive.

  • Teachers must have control over camera views, recording settings, and playback.

Safety Recording and Storage Requirements: System must include an on-premises NVR (Network Video Recorder) to support local storage and recording redundancy.

Administrative Features: Administrators must be able to perform virtual classroom observations without disrupting instruction through the platform’s live observation feature.

Remote Support Dashboard: The system must provide District technical personnel with real-time reporting of the system and camera status with the ability to configure SMS and Email alerts for critical support incidents: i.e. Server offline, Camera offline, Etc. 

Proposal Requirements: 

  • An estimated installation timeline, including key milestones.

  • Detailed warranty terms and coverage, with an option for up to 10 years of warranty.

  • A breakdown of all ongoing or renewal fees beyond the first year (e.g., licensing, software updates, or support).

  • Description of Onboarding and Go-Live Processes

  • Description of ongoing Customer Success and Support Services
