Greene County to consider $458,915 transportation grant application
SNOW HILL - Greene County commissioners will hold a public hearing Tuesday on a proposed $458,915 community transportation grant application that would help fund Greene County Transportation during the 2027-28 fiscal year.
The hearing is scheduled for 10 a.m. Tuesday, Sept. 8, before the Greene County Board of Commissioners. The county said the application is expected to be submitted to the N.C. Department of Transportation no later than Sept. 30.
According to the public hearing notice, the funding request covers the period from July 1, 2027, through June 30, 2028. The application includes $137,715 for Section 5311 administrative expenses, $100,000 for Section 5310 operating expenses and $221,200 for combined capital expenses.
The total local share is listed at $92,777, though the notice says the local share is subject to state funding availability.
Greene County Transportation provides public transportation through a dial-a-ride service available to county residents when space and funding are available. The department says transportation is available throughout Greene County for medical appointments, Lenoir Community College in Snow Hill, employment, shopping and health and human service trips.
The county transportation department also offers service to medical appointments in Greenville, Farmville, Goldsboro and Kinston Tuesday through Thursday, according to the department's website.
Greene County Transportation was established by commissioners July 1, 1999, through an agreement between the county and the N.C. Department of Transportation's Public Transportation Division. Through that agreement, federal and state funds are provided annually to offset local administrative and capital operating costs, according to the county.
Federal transit programs referenced in the county notice include Section 5311, Section 5310, Section 5339 and Section 5307. The Federal Transit Administration describes Section 5311 as a rural transit program that provides money to states for capital, planning and operating assistance in areas with populations of less than 50,000. The agency says Section 5310 is intended to improve mobility for older adults and people with disabilities when existing transportation service is unavailable, insufficient or inappropriate.
The county notice says the Community Transportation Program helps coordinate existing transportation programs operating in Greene County and provides transportation options and services for communities in the service area. The notice says those services are currently provided using transit vans.
People interested in attending the public hearing who need auxiliary aids and services under the Americans with Disabilities Act or a language translator were asked to contact Transportation Director Kim Howell by Sept. 3.
The application may be inspected at Greene County Transportation from Sept. 9-11, according to the notice. Written comments should be directed to Howell before Sept. 18.
