Fire Alarm Infrastructure Repair or Partial Replacement – North Lenoir High School

Lenoir County Public Schools – Board of Education

1. Introduction

The Board of Education of Lenoir County Public Schools is soliciting sealed proposals from qualified contractors for the repair or partial replacement of the fire alarm infrastructure at North Lenoir High School. The intent of this project is to bring the fire alarm system into compliance with applicable codes and regulations while utilizing all currently available, functional resources where possible.

3. Schedule

Mandatory Walkthrough/Inspection Completion Deadline: Oct 15, 2025

Proposal Submission Deadline: Oct 23, 2025 by 2:00 PM.

Proposals received after the stated deadline will not be considered.

4. Walkthrough and Site Inspection

Prospective bidders are required to schedule and complete a walkthrough inspection of the facilities prior to submitting a proposal. It is the bidder’s responsibility to conduct a field survey, verify existing conditions, and identify what existing components can be reused.

5. Scope of Work

The selected contractor shall:

Inspect the existing fire alarm system and determine which components are code-compliant and can be reused.

Repair, replace, or upgrade existing fire alarm infrastructure as needed to achieve a fully operational, code-compliant system.

Provide and install new components only where existing infrastructure cannot be reused or does not meet requirements.

Program, test, and commission the system to ensure full functionality and compliance.

Provide documentation, system diagrams, user manuals, and staff training.

Secure all permits, inspections, and certifications required by local authorities.

6. Proposal Requirements

Each proposal must include:

Company background and qualifications.

A detailed assessment approach for determining repair versus replacement.

Itemized cost proposal including labor, materials, permits, and fees, with clear identification of costs associated with reuse versus replacement.

Project schedule, including anticipated start and completion dates.

Warranty information for both new and reused components.

References for at least three recent, comparable projects.

All walkthrough and inspections must be completed by Oct 15, 2025

8. Evaluation Criteria

Proposals will be evaluated on the following:

Compliance with submission requirements and project scope.

Cost-effectiveness and responsible use of existing resources.

Contractor’s qualifications and relevant experience.

Ability to complete work within the required timeframe.

References and past performance on similar projects.

9. General Conditions

Lenoir County Public Schools reserves the right to reject any or all proposals.

The District is not responsible for any costs incurred in preparing or submitting proposals.

By submitting a proposal, the bidder affirms they have inspected the site, assessed available resources, and are prepared to bring the system to code compliance.
