Lenoir County statement on federal government shutdown and local operations

As of October 1, 2025, the federal government has entered a shutdown due to a lapse in appropriations. While this situation develops, Lenoir County departments remain focused on maintaining operations and providing accurate information to residents.

This notice includes updates from the North Carolina Department of Health and Human Services (NCDHHS) regarding the Food and Nutrition Services (FNS) and Women, Infants, and Children (WIC) programs administered locally through the Lenoir County Department of Social Services and Health Department.

Food and Nutrition Services (FNS)

  • October benefits have not been impacted. All households received their October benefits as scheduled, and issuances continue on the normal timeline. NCDHHS will issue benefits for October 2025, even if applications are processed after October 31.

  • The Lenoir County Department of Social Services (DSS) continues normal operations, including applications, expedited services and recertifications.

  • Federal funds are not sufficient to guarantee full issuance of November 2025 SNAP benefits nationwide. The U.S. Department of Agriculture (USDA) has directed states to hold November issuances while contingency plans are reviewed. NC FAST will delay transmission of November benefits to preserve flexibility.

More than 6,000 Lenoir County residents are enrolled in the FNS program. DSS anticipates increased inquiries and encourages residents to check benefit status using the EBT Edge mobile app or the EBT Customer Service number on the back of their card.

Women, Infants, and Children (WIC)

The WIC program currently has funding available into November. The timeline for future funding may change depending on federal budget actions. More than 2,000 Lenoir County residents participate in WIC.
