Former Community Council for the Arts Executive Director Arrested For Financial Crime Charges

In December 2025, KPD Detectives were assigned to investigate allegations of financial misconduct involving the Community Council for the Arts. During the investigation, the former Executive Director, 76-year-old Sandy Landis, was identified as the suspect.

The investigation alleged that while serving as a transitional consultant, Landis issued multiple unauthorized checks to herself from the organization's accounts.

Following an extensive financial investigation, detectives determined that the checks totaled approximately $21,037.25. The payments allegedly included unsupported consulting fees, vacation compensation, and an IRA contribution. Investigators reviewed bank records, which indicated that several of the checks were deposited into Landis' personal bank account.

On July 15, 2026, Detectives obtained arrest warrants charging Landis with the following offenses:

• Felony Money Laundering

• Identity Theft

• Forgery

• Uttering a Forged Instrument (2 counts)

• Possession of Counterfeit Instruments (5 counts)

• Felony Possession of Stolen Goods

• Obtaining Property by False Pretense

• Larceny of Chose in Action

On July 16, 2026, Landis was taken into custody without incident. Landis is currently being processed and bond information unavailable at this time.
