Kinston council to consider contract for electric tree trimming and right-of-way work

Kinston City Council is expected to consider awarding the city’s electric division tree trimming and right-of-way maintenance contract to Xylem Tree Services.

Public Services Director Steve Miller said the work involves trimming trees and brush in easements and rights of way that could interfere with the city’s electric system. He said the work is performed on a hourly basis in locations specified by the Electric Superintendent.

City staff said five bids were received for the contract and that Xylem was recommended after review. Electric Superintendent Tyler Skinner wrote that the recommendation was based on experience, service quality and overall value, and said the company has demonstrated the ability to perform the work efficiently and safely.

The proposed contract would run for three years, with an option for the city to renew it annually for up to two additional years based on performance. The bid specifications say the city reserves the right to award to one contractor or multiple contractors, though staff is recommending a single award.

A cost comparison included with the proposal shows Xylem’s yearly total at $590,914.34. Other totals listed were $507,722.13 for The Davey Tree Expert Company, $543,472.70 for Asplundh, $544,597.08 for Tree, LLC, and $1,029,177 for JJM Power LLC.
