Lenoir County commissioners approve $1.9 million C-130 infrastructure budget ordinance

The Lenoir County Board of Commissioners voted unanimously Monday to approve a $1.9 million budget ordinance tied to water and sewer infrastructure improvements supporting the C-130 maintenance, repair and overhaul project at the N.C. Global TransPark. Commissioners Lovick and King were absent.

Lenoir County Public Information Officer Amedith Stroud said the board approved Budget Ordinance 2026-26.65 as presented, with no changes made during the meeting.

The ordinance concerns an Industrial Development Fund pass-through grant administered by the N.C. Department of Commerce. As outlined in county agenda materials, the funding is intended to support the extension and improvement of water and sewer infrastructure needed for the C-130 Maintenance, Repair and Overhaul FRC East complex at the Global TransPark.

County materials had noted that commissioners approved a resolution in February 2025 for the application and acceptance of the grant, but a budget ordinance had not yet been adopted. Staff recommended placing the money in a new multi-year fund for economic development pass-through grants.

Stroud said county leaders have consistently viewed the project as an important one for the area.

“When the Board authorized the County to serve as the pass-through agency at the outset of this concept, it expressed strong support for providing this assistance to the Global TransPark and C-130 project,” Stroud said in a statement. “The Board recognizes the significant impact this project will have on the community and the region.”

Though the item came before commissioners as a budget ordinance, the vote clears the way for funds tied to a major economic development project to move through the county’s books and toward infrastructure work connected to the C-130 effort.
