La Grange council approves $950,000 neighborhood revitalization grant agreement

The La Grange Town Council unanimously approved a $950,000 Community Development Block Grant Neighborhood Revitalization Program agreement Monday night and authorized the mayor to execute the grant agreement and funding approval document on behalf of the town.

The project is designed to fund the demolition and reconstruction of four substandard owner-occupied homes for low-to-moderate-income households in the Frink Middle School neighborhood. Town officials said the work is intended to provide residents with safe, energy-efficient and affordable housing. The project budget also includes project management and temporary housing for occupants during construction.

The total project value is $1 million, which includes a potential $50,000 local cash contribution from the town. Town officials said that contribution may not ultimately be needed, but it was included to show the town’s willingness to invest locally in the project. If used, the contribution would be included in the upcoming fiscal year 2026-27 budget and would come from the General Fund.

“This grant is a meaningful investment in the Frink Middle School neighborhood and in the families who live there,” Town Manager Shawn Condon said. “Replacing four substandard homes with safe, energy-efficient housing is something our residents deserve, but it is also part of a larger, longer-term strategy.”

Condon said the housing work is part of a multi-year effort and could help position the town to pursue additional CDBG Neighborhood Revitalization funding in the future for improvements tied to the Frink Middle School gym and school property once the town takes control of that site after the new middle school is built.

“Our vision is to transform that property into a true recreation complex for this community, and the steps we are taking now help lay the foundation for that future investment,” Condon said.

The grant does not require repayment as long as the town meets all program requirements and conditions.
