Interim city manager abruptly resigns weeks after appointment

City of Kinston Announces Resignation of Interim City Manager KINSTON – Interim City Manager Steve Harrell has submitted his resignation, effective January 27, 2026, prior to the conclusion of his initial contract.
The City Council will meet to discuss the appointment of a new Interim City Manager. The city will provide an update on the ongoing search for a permanent City Manager when more information is available.

Steven Harrell was appointed interim city manager in December by the previous administration. He resigned less than a month later. The city has not released details regarding the resignation and declined to comment, citing personnel matters.
As of Wednesday, the city has not announced next steps regarding interim leadership or plans to fill the position.
