Kinston Police report multiple arrests over holiday weekend

On September 6, 2025, officers patrolling the 1600 block of Old Snow Hill Road encountered two men arguing in the street. One of the men, identified as 36-year-old Domekio Blackwell, alleged that his bicycle had been stolen. During the investigation, officers learned of a separate complaint that Blackwell had secretly taken inappropriate photos of an adult female.

When confronted, officers observed such a photo on his phone. As they moved to seize the device, Blackwell fled into traffic and collided with a vehicle. He was treated at UNC Lenoir and later charged with Resisting a Public Officer and Intoxicated and Disruptive Conduct. Following investigative efforts, the victim in the secret peeping case declined to pursue charges.

Blackwell was booked into the Lenoir County Jail without bond due to his pretrial release status.

On September 5, 2025, at approximately 7:30 p.m., Kinston Police Department’s D-Squad responded to a reported fight at Harmony Hall. Upon arrival, employees pointed to a vehicle and advised officers that the occupants were involved. An investigatory stop was conducted, and the driver, 66-year-old Wayne Rascoe of Kinston, was determined to be impaired. After a DWI investigation, Rascoe was taken into custody and charged with Driving While Impaired (DWI).

Later that evening, D-Squad conducted a checking station at NC Highway 11 and Liberty Hill Road. During the operation, 59-year-old Angela Allen approached the checkpoint. Officers suspected impairment, conducted a DWI investigation, and subsequently arrested Allen for Driving While Impaired.

• 10 — Failure to Carry Driver’s License

• 7 — Lighting Violations

• 8 — Expired Inspection

• 2 — Seatbelt Violations

• 1 — Child Restraint Violation

• 1 — Fictitious Registration Plate

• 4 — Expired Registration

• 2 — No Insurance

• 1 — Obstructed Windshield

• 1 — Driver-Side Mirror Violation

• 2 — Revoked Registration

• 2 — No Operator’s License (NOL)

• 1 — Tint Violation

• 2 — Outstanding Warrants Served


On September 4, 2025, Kinston Police Department’s C-Squad conducted a traffic stop with 64-year-old Shirly Grady for a motor vehicle violation. During the stop, K9 Kilo performed an open-air sniff around the vehicle and alerted his handler to the presence of contraband. A search was conducted, resulting in the discovery of crack cocaine, drug paraphernalia, and a concealed handgun. Grady was arrested and charged with Possession of Schedule II, Possession of Drug Paraphernalia, and Carrying a Concealed Gun.

A few hours later, officers conducted another traffic stop with 70-year-old Robert Williams. Williams was arrested for an outstanding order for arrest related to a drug case. K9 Kilo was again deployed for an open-air sniff and indicated the presence of contraband. A subsequent search revealed crack cocaine inside the vehicle. In addition to the order for arrest, Williams was charged with Possession of Schedule II.
