NC Implements Photo ID Requirement for 2023 Municipal Elections

Voters in North Carolina will now be required to present a photo ID when voting in NC. This new requirement will start with the 2023 municipal elections. Voters will show their ID to an election worker, and they will confirm the picture on the ID resembles the voter. 

“All voters will be allowed to vote with or without an ID,” said Amy Morgan, Interim Director of the Lenoir County Board of Directors. If a voter does not have an acceptable form of ID when they go to vote they can fill out a provisional ballot and return to their board of elections office and show their ID by the day before the county canvass. Another way voters can vote if they do not have an ID is they can fill out an ID exception form. 

Absentee-by-mail voters will be required to include a copy of their ID in their ballot return envelope. If they are unable to provide one, they will also be able to fill out an exception form. 

If a voter does not have an acceptable form of ID, they can get one for free at the N.C. Division of Motor Vehicles. 

Acceptable forms of ID that are unexpired or expired for less than a year include: 

  • Driver’s License

  • State ID

  • Driver’s License or State ID from another state as long as the voter is registered to vote in NC within 90 days of the election.

  • U.S. Passport or U.S. Passport Card

  • NC Photo ID card issued by the State Board of Elections, which will be available soon.

  • College or University ID approved by the State Board of Elections.

  • State, local government, or charter school employee ID approved by the State Board of Elections.

IDs regardless of expiration or issuance:

  • Military or Veterans ID card issued by the U.S. government. 

  • Tribal card issued by a tribe that is recognized by the state or federal government.

  • ID card issued by an agency of the federal or state government for a public assistance program.
