RALEIGH, N.C. – A Pink Hill man was sentenced Thursday to 78 months in prison for conspiring to commit money laundering and filing a false 2014 tax return, after he pled guilty to the charges on October 7, 2020.
According to court documents and other information presented in court, Phil Caprice Howard, age 55, arranged on at least 221 different occasions for cut-rag tobacco to be transported by trucks from Wilson, North Carolina to an area on or near the Akwesasne Mohawk Nation Reservation (“Akwesasne Reservation”) as part of a conspiracy to smuggle the tobacco into Canada without paying Canadian federal excise duties and provincial taxes.
At Monday’s Lenoir County Commissioners meeting, Sheriff Ronnie Ingram requested an armored vehicle to replace the incapacitated 1981 model retired in 2018. Previous requests for funding for an armored vehicle were removed from the budget in 2019 and 2020. The Sheriff’s Office requested the purchase of a Lenco Bearcat G3 with a total cost of $313,286. The vehicle is projected to be in service for 20-25 years. With a Ford F-500 chassis, maintenance can be done locally. The cost of this armored vehicle is comparable to an average ambulance.
On March 10, 2021, Kinston Police officers responded to the 700 block of Dixon Street in reference to a shooting. Upon arrival, officers were notified a 26 year old male subject had been shot in the leg and transported himself to UNC-Lenoir Hospital where he was treated for his bullet wound and subsequently released.
On January 14, 2021, the Lenoir County Sheriff's Office began an investigation of sexual crimes against a juvenile. On Wednesday, May 12, 2021, warrants were served on Jamaal Mills for first-degree forcible rape, statutory rape of child by adult, sex act by custodian and Indecent liberties with child.
The Kinston Police Department has been in contact with Mr. Hill’s family and with the District Attorney’s office. This incident is still an active investigation and officers are conferring with the District Attorney’s office about additional charges.
On Wednesday, April 28, 2021 at 3:36 p.m., Kinston Police Officers heard gunshots in the area of 500 E. Shine St. Kinston, NC. Officers began searching the area when they received another call of shots fired in the area of Harvey and Raleigh St. Kinston, NC. Officers on the 500 block of E Shine St. located approximately 17 shell casings of various calibers. No shell casings were recovered in the area of Harvey and Raleigh St. Kinston, NC.
A shooting incident occurred this afternoon at approximately 4:45 p.m. on Promise Land Road in La Grange.
The investigation is ongoing at this time. Detectives and deputies are on scene interviewing witnesses and completing the crime scene investigation.
There was one victim as a result of the shooting. The victim was transported by Lenoir County EMS to an area hospital. Injuries are unknown, but the victim was alive when departing the scene.

A shooting incident occurred at 303 Lenoir Street in La Grange; it was reported to the Lenoir County Sheriff's Office at 1:47 a.m. this morning (May 10, 2021).
Kinston Police responded to a person tampering with motor vehicles in a parking lot on the 100 Blk. of W. Gordon St. Kinston, NC. Officers arrived in the area and did not observe anyone matching the description given by the caller.
On Monday, April 26, 2021, at 4:38 p.m. officers of the Kinston Police Department were called to respond to the intersection of Davis Street and Shine Street in reference to a person shot. Officers responded to find a 26 year old male with a gunshot wound. The victim was transported to Vidant Medical Center. This investigation is currently on-going.
On April 8, 2021, Detectives with the Lenoir County Sheriff's Office located and arrested Dishon Ismael Blount of Kinston in relation to a shooting incident that occurred on Will Baker Road in Lenoir County on March 11, 2021.
A press conference was held tonight with city officials including Mayor Don Hardy, City Manager Tony Sears, Kinston Police Department's Chief Dilday, and Mayor Pro Tem Felicia Solomon in response to an officer related incident captured and shared on social media.
A video has been posted on social media involving the Kinston Police Department. The 18 second video shows what appears to be two KPD officers using force to detain an individual. The video was posted on Monday, April 12.

On Thursday, March 11, 2021 around 3:41 p.m., Officers responded to a call of shots fired in the area of College St. Kinston, NC. Officers began searching the area and located several shell casings on the 900 block of College St.
On Thursday, March 11, 2021 around 3:34 p.m., Officers responded to multiple call of shots fired in the area of Charlotte Ave. and Dixon St. Kinston, NC. Officers arrived and located several shell casings in the roadway but no injuries or property damage was reported.
On Sunday, March 14, 2021, at 3:33 a.m., Kinston Police responded to the area of 2210 Old Snow Hill Rd. to reports of shots fired. While officers were responding to the area, Officers were advised that two gunshot victims had shown up at UNC Lenoir.
At approximately 10 a.m. today, the Lenoir County Sheriff's Office responded to a report of a gunshot victim on Patterson Road. Deputies arrived and found one victim shot; he was transported to the hospital by Lenoir County EMS. The incident occurred on the property of a vacant residence on Patterson Road.
