Greene County commissioners to consider budget, opioid funds and pay plan Monday

SNOW HILL — Greene County commissioners are scheduled to consider the county’s fiscal year 2026-27 budget ordinance during their Monday, June 15 meeting, along with several items tied to public health, county employee pay, youth sports facilities and local cultural recognition.

The Board of Commissioners will meet at 5 p.m. Monday at the Greene County Operations Center, 312 SE Second St., Snow Hill.

The proposed budget ordinance would set the county’s General Fund at $27,195,273 for the fiscal year beginning July 1. The ordinance lists the General Fund property tax rate at 78.35 cents per $100 valuation.

Major General Fund expenditures include $4.42 million for Greene County Schools, $2.67 million for the Sheriff’s Office, $2.28 million for the jail, $2.47 million for EMS, $3.98 million for Social Services and $2.45 million for Public Health.

The ordinance also includes fee schedules for solid waste, inspections, planning and zoning, transportation, health department services, animal control, and water and sewer services. The landfill tipping fee is listed at $46 per ton effective July 1, 2026.

Commissioners are also scheduled to consider a resolution directing $60,448 in opioid settlement funds for the coming fiscal year. The proposed spending plan includes funding for collaborative strategic planning, evidence-based addiction treatment, recovery support services, recovery housing support and naloxone distribution.

Another agenda item would approve an updated county classification and pay plan, along with personnel policy changes. According to the agenda packet, the study was conducted by the MAPS group and was intended to address pay compression within the county organization, rather than starting pay.

Commissioners will also consider a proclamation recognizing the Rosenwald Center for Cultural Enrichment and its annual Juneteenth Festival, as well as closing out a state NC Amateur Sports Grant project. The grant helped fund improvements connected to youth baseball and softball facilities, including work at the Greene County Recreation Complex and Greene Central High School softball field.

Other items on the agenda include a World Elder Abuse Awareness Day proclamation, a property tax appeal hearing, reappointments to the Greene County Library Board and Greene County ABC Board, and routine consent agenda items.

Residents who wish to speak during public comment must sign up before the meeting begins. Speakers are allowed up to three minutes under the county’s public comment policy.
