Proposed 76-lot residential subdivision planned near Banks Elementary School

A proposed residential subdivision near Banks Elementary School would bring 76 single-family lots to a 46.83-acre tract in the Falling Creek area, according to a preliminary plat provided by Lenoir County staff.

Adam Short, with Lenoir County, confirmed Wednesday that the property is planned as a residential subdivision.

“Yes, it's a residential subdivision,” Short said in an email. “The plat is attached.”

The preliminary plat identifies the project as Falling Creek Subdivision. The site is located near Bank School Road, Forrest Drive and Falling Creek Road. A vicinity map included with the plat places the project near Banks School Road, N.C. 148, Forrest Drive, Dogwood Lane and Falling Creek Road.

The plat lists the proposed use as single-family residential and shows 76 total lots on 46.83 acres, with a listed density of 1.62 lots per acre. The plans also identify 4.04 acres of open space.

The development layout includes several proposed internal roads, labeled Road A through Road E, with 50-foot rights of way for public and utility access. Notes on the plat state that subdivision roads are planned to be 20 feet wide and that a homeowners association would be responsible for maintaining open space and mail kiosks.

The property is listed as residentially zoned and currently undeveloped. The owner listed on the plat is Forrest L. Dawson Jr. and Jan S. Dawson, with AMP Developers LLC listed as the client. According to the North Carolina Secretary of State’s Office, AMP Developers LLC’s company officials are Paul Hill of New Bern, Andrew Gammon of Smithfield and Michael Tabor of Clayton.

The document is dated Sept. 3, 2025, and is marked as a preliminary plat, not for recordation, conveyance or sales. The plat also notes that approval of the plan does not guarantee water or wastewater capacity, and that additional improvements to existing water and wastewater systems may be required before further approvals.
