Lenoir commissioners approve recovery funding, reappraisal contract and arena improvements

Lenoir County commissioners approved funding for substance use treatment and recovery services, a consulting contract for the county’s 2029 property reappraisal and improvements to the county’s livestock arena during their Nov. 2 meeting.

The board also approved accepting $2.36 million in loan proceeds for a proposed industrial building, while county officials await a grant decision that could reduce the amount the county ultimately finances.

Commissioners approved federal funding for the Lenoir County Recovery Capital Initiative, which serves Lenoir and Greene counties through substance use prevention, treatment and recovery services.

The initiative’s funding plan calls for $750,000 annually over four years. Award documents confirm $750,000 for the first year, with additional annual funding subject to availability and satisfactory progress.

Health Director Pam Brown said the money would support direct services, the existing workforce and possible additional staff as demand grows. The initiative also includes planning to sustain services after federal funding ends.

Commissioners approved a contract with Vincent Valuations LLC capped at $540,000 to assist with the county’s next property reappraisal, effective Jan. 1, 2029.

Tax Administrator Lorie English said county employees would perform fieldwork, while the company would provide expertise in valuation modeling, market analysis and related work. Her goal is to prepare county staff to conduct the 2033 reappraisal in-house.

The contract drew questions about cost and the county’s decision to retain the company without seeking competing bids. County Manager Michael James recommended continuing with the firm because of its familiarity with local properties, market conditions and county tax software.

Commissioners approved the contract 5-2. Linda Rouse Sutton, Keith King, June Cummings, Cleveland Lovick and Preston Harris voted in favor. Eric Rouse and J. Mac Daughety voted against it.

Commissioners also approved a $120,840 North Carolina Tobacco Trust Fund Commission grant to replace deteriorating pens at the Lenoir County Livestock Arena.

Cooperative Extension Director Tammy Kelly said the existing pens date to the building’s opening in the late 1970s and have sharp edges covered with tape. Project documents call for replacing 110 holding pens and eight wash pens.

For economic development, the board approved accepting $2.36 million in loan proceeds through Tri-County EMC toward a proposed 50,000-square-foot industrial shell building at the Highway 70 Industrial Park.

James said the county expects a December decision on an application for more than $2.7 million from the Golden LEAF Foundation. If awarded, the county intends to apply grant proceeds toward loan repayment to reduce its long-term financing needs.

The board also recognized county employees for service milestones and observed Operation Green Light for Veterans, encouraging residents to display green lights Nov. 4-11 in recognition of military veterans.
