City of Kinston launches strategic street resurfacing and infrastructure upgrades

The City of Kinston is entering a transformative phase of infrastructure investment, with more than 30 of the city’s 40 maintained streets scheduled for resurfacing beginning the week of July 13, 2025, weather permitting.

“This effort represents a major leap forward in our commitment to safer, stronger, and longer-lasting roadways for all Kinstonians,” said Mayor Dontario D. Hardy. “We’re not just patching pavement—we’re building a better future from the ground up.”

A Multi-Layered Strategy for Citywide Improvements

Heritage Street Revitalization – Infrastructure First

Heritage Street, a vital corridor in Kinston’s historic and economic center, is undergoing a phased revitalization. Before any resurfacing can begin, the city must complete vital underground utility work. Over $3 million has already been allocated for these capital improvements through Kinston’s long-term infrastructure plan. Once completed, the city will initiate resurfacing and streetscape enhancements aligned with Kinston’s vision for downtown revitalization.

FY 2024–2025 Street Resurfacing Overview
1. Budget Allocation:

• The FY 2024–2025 budget includes $655,400 for general street resurfacing and $50,000 for Hardee Road improvements.

2. Council Action:

• In May and June 2024, the City Council approved a comprehensive resurfacing contract valued at approximately $1.3 million, covering roughly 30 high-priority streets across Kinston.

3. Hardee Road & Subdivision Additions:

• In addition to Hardee Road upgrades, the City Council voted to accept streets from the Butterfield and Briarpatch subdivisions into the city’s maintained street inventory. These will be included in future resurfacing efforts once funding is secured.

4. West Vernon Avenue – State Partnership:

• The North Carolina Department of Transportation (NCDOT) will begin resurfacing West Vernon Avenue the week of July 10, 2025.

• This comes after the City of Kinston completed over $2 million in underground sewer and utility improvements in 2023 to prepare for this major project.

• NCDOT’s mill-and-overlay work will proceed lane-by-lane from 7 a.m. to 5 p.m. daily, throughout the month of July.
