REQUEST FOR QUALIFICATIONS

Introduction

Lenoir County Schools is seeking a qualified testing and special inspections firm for the E.B. Frink Middle School Replacement project. The selected firm will be contracted immediately after selection, with services expected to begin in July 2025. The project is scheduled to be completed by February 2026.

Project Description

  • Location: La Grange, NC

  • Structure: Standalone middle school

  • Size: 96,319 sqft

  • Design:

    • Single story with mechanical mezzanine

    • Slab on grade

    • Load-bearing masonry cavity walls (spray foam insulated) and metal panel exteriors

    • Pre-cast concrete hollow core roofs on the wings

    • Steel frame roof structure at the gym

    • Cold-formed metal truss on the core

    • TPO and standing seam roofing

    • Interior painted CMU and gypsum walls

    • Acoustic panel ceilings, wood and LVT floors

    • LED lighting

    • Aluminum window and door frames, with FRP and wood doors

  • Site Work: Includes sidewalks, building pad, and geothermal wells

Contract Delivery Method

  • Construction Manager at Risk: Metcon Construction Company, Inc.

  • Notice to Proceed: Expected by June 26, 2025

Scope of Services

Services must comply with:

  • NC Building Code Chapter 17

  • Contract Documents (issued May 23, 2025)

  • Section 01 45 00 – Inspection Requirements

  • Additional items not listed but reasonably necessary should be identified.

Firm Qualifications & Criteria for Selection

  • Demonstrated experience with similar construction types and sizes

  • Responsiveness and ability to dedicate personnel for continuity

  • Efficient service delivery

  • Inspectors must hold certifications such as AWS-CWI for welding and ICC where applicable

Submittal Requirements

  1. Cover Letter (max 2 pages): Firm's qualifications, continuity, timeliness, communication, address, business type, and contact info

  2. Statement of Qualifications: List 5–10 relevant past projects, including scope, year, cost, and client contact

  3. Resumes: For all proposed personnel with certifications

  4. Lab/Office Location

  5. Response Times: Expected time for various inspections/tests

Insurance Requirements

Insurance to be provided after selection, not during RFQ response. Required coverage includes:

  1. General Liability

    • Each Occurrence: $1,000,000

    • Products/Completed Ops: $1,000,000

    • Personal/Ad Injury: $1,000,000

    • General Aggregate: $2,000,000

    • Claims-made must extend 3 years past termination

  2. Automobile Liability: $1,000,000 per occurrence

  3. Worker’s Compensation: Per NC law

  4. Professional Liability

    • Each Occurrence: $1,000,000

    • Project Aggregate: $2,000,000

    • Claims-made must extend 3 years past termination

  5. Additional Insurance: As mutually agreed upon

Submittal/Selection Process & Schedule

  • Deadline: July 10, 2025, by 10:00 a.m.

  • Delivery: One sealed copy marked “Testing and Special Inspection Services”
