Help wanted: Lenoir County Government Emergency Management Emergency Services Director
SALARY RANGE: $68,832 - $102,182
POSITION SUMMARY: An employee in this classification, organizes and directs the activities of the emergency services for the County. Responsibilities include directing the activities of the emergency medical services, emergency management functions, County Fire Marshalโs Office, and E-911 Telecommunications functions. Duties also include providing coordination and serving as the Countyโs liaison to volunteer fire and rescue organizations. Work is performed through subordinate supervisor and department division positions. Primary responsibilities include budget preparation and administration, fiscal management, planning, staffing, training, and performance review for the departments and programs supervised. The employee has extensive public contacts, and the work requires a variety of technical and detailed knowledge, and considerable independent initiative and judgment. The employee is subject to the usual hazards associated with emergency service functions including work in, both, inside and outside environmental conditions, hazardous fumes, dusts, odors, mists, and gases. Work may expose the employee to human blood or body fluids and thus the job is subject to the OSHA requirements on blood borne pathogens. Work is performed under the direct supervision of the Lenoir County Manager and is evaluated through conferences, results of work, reports, and public feedback.
SUMMARY OF ESSENTIAL JOB FUNCTIONS:
โข Performs administrative and supervisory work in planning, organizing, and directing County emergency services and support function
โข Plans, organizes and directs the activities of emergency services department and staff, coordinates procedures and regulations with agencies service; maintains up to date procedure manuals for employees, volunteers, and agencies served.
โข Researches, recommends, and obtains needed equipment; insures proper maintenance of equipment
โข Develops staffing schedules, ensures proper training, evaluates effectiveness of programs and makes necessary adjustments and amendments.
โข Develops and recommends budget requests; handles purchasing of equipment, materials, and supplies โข Handles personnel functions for staff including recruiting, training, monitoring, and evaluating work.
โข Provides liaison services between the department, volunteer fire and rescue organizations, the hospital and other public safety agencies, both paid and volunteer.
โข Plans, develops, and oversees implementation of County-wide plans for multiple responses to natural or man-made disasters, coordinating capabilities and responsibilities of emergency communications, emergency medical services and volunteer fire departments
โข Coordinates County personnel, staff and volunteers, for emergency operations, acting as liaison to various governmental and non-governmental agencies to ensure understanding of proper roles and responsibilities of officials
โข Assists organizations such as hospitals, industry, schools, and special needs facilities in coordinating with emergency response agencies and developing individualized response plans
โข Maintains system of emergency shelters, including proper stockpiles of food, water, blankets, medical and sanitation supplies, etc.
โข Develops tests of disaster plans
โข Submits written plans to overseeing State and Federal agencies, as appropriate
โข Develops and conducts test of disaster and emergency response, mitigation, and clean-up plans
โข Evaluates effectiveness of plans and programs, and makes recommendations for alteration of plans, and/or need for additional planning, equipment, staff, etc.
โข Maintains lists, files, directories, databases, etc., of available resources and personnel for assistance in emergency response, mitigation, and cleanup operations
โข Develops long-range plans for expansion of emergency response, mitigation, and cleanup capabilities and services
โข Ensures proper and timely communication of pertinent information to various government officials and agencies, utilities companies, hospitals, industry, schools, special needs facilities, and the general public, of potential or imminent danger from inclement weather or other natural or man- made emergencies, as situations allow
โข Oversees operations of emergency broadcast and warning systems, ensuring maintenance of equipment and required licensing
โข Plans, develops, and implements programs and operating procedures to ensure adequate and timely dispatch of personnel in response to natural and man-made emergencies.
โข Develops and oversees implementation of education programs to inform public of proper response to emergency situations and various services of County emergency management programs.
โข Responds to, and assumes command of, major emergency response, mitigation, and cleanup operations, coordinating activities of various responding agencies and ensuring availability of necessary equipment and manpower.
โข Directs the activities, through subordinate supervisory personnel, of the County Fire Marshalโs Office.
โข Ensures timely and accurate completion of inspections and investigations.
โข Reviews departmental budget request and submits to County Manager and Commissioners
โข Directs the activities, through subordinate supervisory personnel, of the Emergency Plannerโs Office.
โข Ensures timely and accurate completion of required emergency plans for all County and City plans for submission to the North Carolina Emergency Management Offices.
โข Reviews departmental budget request and submits to County Manager and Commissioners
โข Directs the activities, through subordinate supervisory personnel, the activities of the County E-911 Telecommunications Center.
โข Ensures that operations are performed with accuracy and effectiveness.
โข Evaluates program performance.

โข Reviews departmental budget request and submits to the County Manager and Commissioners.
โข Directs the activities, through subordinate supervisory personnel, the activities of the County EMS system.
โข Ensures that operations are performed with accuracy and effectives, based on the State Office of Emergency Medical Services approved System Plan
โข Evaluates program performance

โข Ensures timely and accurate completion of fire inspections for all County facilities, as well as private and public businesses

โข Responds to complaints, questions, and information about the services.
โข Assures the maintenance and completion of records, reports, and other information required in this field โข Attends conferences, training classes, meetings, and reads literature to remain current with new trends and development in the field
โข Serves as member of various professional committees in County and region, attending and participating in meetings and other activities, as appropriate.
โข Over sees the Emergency Operations Center for the County during man-made or natural disasters
โข Performs the function of County Safety Officer
โข Performs related duties as required MINIMUM REQUIREMENTS:
โข Graduation from a four- (4) year college with a degree in emergency medical services, disaster and emergency preparedness, fire science and administration, or related field, and emergency services experience including supervisory experience; or an equivalent combination of education and experience. โข Possession of a valid North Carolina driverโs license
โข Thorough knowledge of federal, state, and local policies, procedures, and regulations pertaining to emergency services including communications, fire, EM and EMS operations.
โข Thorough knowledge of emergency medical practices and procedures
โข Thorough knowledge of E911/communications practices and procedures
โข Ability to interpret, explain, and apply a wide variety of policies, procedures, and regulations.
โข Ability to prepare reports and make effective public presentations.
โข Ability to react quickly, effectively, and professionally in emergency situations
โข Ability to use sound judgment and determine best options and decisions for handling emergency matters
โข Ability to establish and maintain effective working relationships with law enforcement agencies, volunteer fire services, public officials, hospitals, schools, and general public.
โข Ability to supervise a department including knowledge of budgeting, personnel, and purchase requirements ABILITIES REQUIRED:
โข Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions
โข Must be able to perform heavy work exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
โข Position requires visual acuity for operating an automobile for checking, performing, and maintaining written computer files and reports, and for responding to emergency situation while driving a county-issued vehicle, using emergency response when necessary.
โข Must possess the visual acuity necessary to prepare and generate data and figures, operate a computer terminal, and determine the accuracy, neatness and thoroughness of the work assigned.
โข Must possess the visual acuity necessary to do extensive reading and use measurement devices
โข The work is subject to various hazards such as exposure to moving mechanical parts, electrical current, fumes, odors, dusts, mists, gases or poor ventilation
