SALARY RANGE: $31,234 - $46,367

DESCRIPTION OF WORK: This position is responsible for Purchasing and Accounts Payable/ Accounts Receivable of the health department. Serves as Deputy Registrar of Vital Records (birth and death certificates registration) and as back-up to the Business Officer I for Aid to County database. Assist with personnel procedures, including payroll, time equivalency, and select time procedures.

KNOWLEDGES, SKILLS AND ABILITIES: General knowledge of the principles of data input, processing, output and excellent public contact skills are necessary. Knowledge of computers and various types of computer software are required. Working with a variety of office equipment (i.e., calculator, fax, computer, typewriter and copier) is also required. Good oral and written communication skills are important. Ability to maintain effective working relationships with the public, staff, and other government employees is essential. Ability to work under time constraints and other demands and coordinate work assignments with other individuals is critical in this position. This employee understands the ethics of confidentiality as required by North Carolina General Statutes and Lenoir County Health Department policies and procedures and HIPAA guidelines. Breach of client information could result in litigation. HIPAA training is done throughout the year to remind staff of HIPAA policies and procedures. More specific training occurs when a policy changes that directly affects this employee.

MINIMUM TRAINING AND EXPERIENCE REQUIREMENTS:
Graduation from high school including or supplemented by basic courses in bookkeeping or accounting and four years experience in bookkeeping or accounting clerical work in an accounting office; or an equivalent combination of education and experience.
