National weather service: Tropical Storm Elsa briefing
Tropical Storm Watches were expanded to include interior counties of Eastern NC with the 5 AM EDT update from the National Hurricane Center. The forecast still depicts TS Elsa approaching Eastern NC late tonight, moving through Central and Eastern NC on Thursday. No changes to potential impacts across Eastern NC - please review the attached full briefing.
Heavy rain with localized flash flooding is possible, with up to several inches of rain in heavier downpours.
Isolated severe thunderstorms including a few tornadoes are possible.
Gusty winds to tropical storm force may occur.
Strong winds may lead to minor water level rises up to 2 feet above ground for soundside portions of the Outer Banks, mainly north of Cape Hatteras.
High Surf with a High Risk for dangerous rip currents on Thursday, possibly lingering into Friday.
